What School Am I Zoned For in Phenix City, AL? City vs. Russell County Schools

A Phenix City mailing address doesn’t tell you the school system. Inside the city limits, children go to Phenix City Schools. Outside them, a Phenix City address is usually zoned for Russell County Schools, whose own central office has a Phenix City address. Here’s how to tell which before you buy.

Registering, and enrolling before you arrive

Alabama lets military families register before they arrive. Under Ala. Code §16-28-60 (amended in 2024), a child of an active-duty parent transferring to an Alabama installation can register remotely with official orders. Proof of residency waits until you arrive, and a child with an IEP or 504 plan gets comparable services on arrival. Alabama is also in the Interstate Compact on Educational Opportunity for Military Children. Phenix City Schools calls itself a Purple Star system; every Russell County school is a Purple Star school with a military liaison.

What Phenix City Schools asks for

  • ✓Start with residency verification, then register through PowerSchool Enrollment.
  • ✓Two current proofs of residency: a lease, mortgage or deed, plus a water, gas or electric bill from the last 30 days. Cable and cell bills don’t count.
  • ✓Parent photo ID and the child’s birth certificate.
  • ✓Alabama Certificate of Immunization (the “blue form”) and the last school’s withdrawal form.
  • ✓Guardianship needs court papers; notarized affidavits aren’t accepted. Residency is re-proven every year.

Russell County Schools registers online through PowerSchool/InfoSnap: two proofs of residency, one of them a lease, rent receipt or mortgage receipt, plus an Alabama immunization record, parent ID and birth certificate. Its enrollment page has a section for military families registering with orders.

Transfers

Phenix City Schools has opened its 2026–27 transfer requests. Approval depends on space, families provide transportation, and grades 1–12 need grades, attendance and discipline records. Russell County takes transfer requests through its enrollment page.

Checking school performance

Alabama publishes ratings for every school on the Alabama State Report Card. Its scores aren’t comparable with Georgia’s CCRPI, because the states grade on different systems. We don’t rank schools for you; every visitor sees the same official numbers.

Living on Fort Benning instead?

On-post families can use the Fort Benning DoDEA schools: Dexter, McBride, Stowers and E.A. White elementary (pre-K to 5th) and Faith Middle School (6th to 8th). Registration needs active-duty verification and proof of on-post housing. There is no high school on post; the garrison lists Spencer High (Muscogee), Chattahoochee County High and Russell County High, with transportation from post. Our on-post vs off-post guide walks through the choice.
